FOUR understands the diversity and range of the small business community in Oregon. Small businesses are all different sizes and operated by leaders of all backgrounds. FOUR's goal is capture this diversity through our own leadership. FOUR's team includes a variety of supporters and volunteers who have contributed to the formation of this organization.

Guillermo Castillo Interim President / Board Member

Originally from Eastern Oregon, Guillermo located to Portland and within the community found a passion for advocating for small business interests through utility advocacy. Guillermo has participated in a variety of local, state, and regional discussion groups and presentations and has also had experience in bringing together small business owners to educate and inform them on current energy/utility impacts.

Linda Atwater Board Member

Linda has served in many roles throughout her professional career that makes her perspective to our work extremely valuable. A former business owner as well as a non-profit leader, she has built community through her engagement with other advocacy groups and is a key figure as multi-family representative.

Chelsea Alatriste-Martinez Secretary / Board Member

Wearing two hats, Chelsea Alatriste-Martinez is one of FOUR's board members and our Secretary. She is from Newport, Oregon, grew up working the restaurants her family owns and operates in Newport and Corvallis, and is a law student in Eugene Oregon.

Fern Capella Treasurer / Board Member

With over 15 years of experience in accounting and financial management, Fern Capella Allen brings strong fiscal expertise to her role as Treasurer of FOUR (Fair Oregon Utility Rates for Small Business). A long-time Portland resident, Fern is passionate about supporting small businesses and strengthening Oregon’s local economy. She combines her professional financial skills with a commitment to fair and transparent utility practices, helping ensure the organization remains financially sound while advocating for equitable utility rates and a sustainable future for Oregon’s small business community.

FOUR is actively searching for business leaders who are hoping to be apart of a mission that seeks to advocate and promote the interests of small business utility customers in Oregon. Associated with an Oregon small business
Interest in utility matters and/or rates
Meet monthly by conferencing to discuss and decide organizational directions and monitor finances
Volunteer (unpaid) position, with an initial two year commitment
